The AM licence in 2026: for whom, why?
The AM licence, formerly called BSR (Road Safety Certificate), is mandatory to drive a 50 cm³ moped (scooter or moped) or a licence-free voiturette (Aixam, Ligier, Microcar) if you were born after January 1, 1988. It can be obtained from age 14 for moped driving, and 16 for a voiturette.
In Paris, the AM licence is less used than in rural areas: Parisian teens have access to dense public transport. However, it retains all its interest for: young Parisians living on the edge (Paris 20th, 13th, 15th) who want to reach poorly served places, young people who regularly go on family holidays elsewhere in France, non-B licence adults who want an autonomous means of transport.
Conditions and procedures in 2026
Minimum age: 14 (for moped), 16 (for voiturette). Other prerequisite: having validated ASSR 1 and ASSR 2 (Road Safety Certificates) at school (5th and 3rd grade class), or taking ASR (Road Safety Certificate) as free candidate for those who did not have ASSR.
Typical procedure: registration at a driving school or approved establishment, file constitution (identity document, ASSR 1 and 2 or ASR, parent or personal insurance certificate), training follow-up, obtaining the AM licence.
AM training content
Total duration: 8 hours minimum (mandatory since 2019). Breakdown: 2 hours of theoretical training (risks, equipment, basic knowledge), 3 hours on platform (maneuverability, balance, braking), 2 hours in circulation (streets, roundabouts, intersections), 1 hour of risk awareness (with obligation of a relative - parent or guardian - present at this session, obligation added in 2019).
No exam, but a certificate issued at the end. The certificate is worth AM licence (AM category indicated on the driving licence). Valid for life subject to not losing your rights.
Rates in Paris in 2026
The AM licence costs on average in Paris in 2026: €300 - €450 all-inclusive at a standard driving school. Some schools specialized in two-wheelers display €280 - €380. Additional budget to plan: complete equipment (helmet, gloves, jacket, trousers, shoes): €150 - €300 for a correct kit.
Note: the AM licence is not eligible for classic aids (Region licence cheque, CPF). It is therefore an investment at the family's expense. A few occasional aids exist via some Île-de-France municipalities (notably Aubervilliers, Saint-Denis, Bagnolet) but not inner Paris in 2026.
50 moped or voiturette without licence?
50 moped (from age 14)
Two-wheeler limited to 45 km/h, light weight, easy parking (two-wheeler lanes). Ideal for short urban and semi-urban trips. Drawback: weather exposure, higher accident risk than for a car.
Voiturette without licence (from age 16)
4-wheel vehicle, limited to 45 km/h, max 2 seats. Much more expensive to buy (€8,000 - €13,000 new in 2026). Used mainly by seniors or people who have lost their B licence. Not very relevant in inner Paris (too slow for ring road, urban congestion). More useful in inner and outer suburbs.
Where to use the AM licence in Paris?
A 50 moped is authorized on all Paris roads except the ring road (maximum speed 50 km/h since October 2024, so compatible, but prohibited for 50 moped since 2003). It can also use two-wheeler reserved lanes (shared bus lanes in some cases according to municipal order).
Parking: spaces reserved for two-wheelers are numerous in Paris (about 25,000 free spaces). Since 2022, some thermal scooters must pay (€1 to €3 per day depending on the district) but 50 mopeds remain free.
Tips for a young Parisian starting in AM
Equipment: do not skimp
Motorcycle equipment is not a luxury but a necessity. In Paris, 70% of moped accidents are at low speed (less than 30 km/h) but cause injuries that can be serious. Invest in a quality helmet (€100-200), CE-certified gloves (€40-80), CE motorcycle jacket (€150-300).
Insurance: being properly covered
Third-party insurance (civil liability) is mandatory. Price in Paris for a 14-18 year-old: €300 - €450 per year. In Paris, with frequent thefts, an SRA-approved anti-theft device is essential (€100-200) and required by many insurers.
Caution: learn gently
After training, start with simple trips (home-school, home-sport) before venturing into dense traffic. Parisian boulevards at rush hours are not the ideal place for first outings.
