The Road Safety Certificate (BSR), now called the AM license, allows young people to ride mopeds (50cc scooters and motorbikes) from age 14. This short compulsory course has been required since 2013 for all young riders on a 50cc. It includes a theory component (ASSR or ASR) and 8 hours of practical training.

The essentials
The French BSR (now AM licence) is the mandatory training for riding a 50cc moped or scooter from age 14. Duration 8 hours of practical training over 2 days at an approved motorcycle school, with no final exam. 2026 price between EUR 200 and EUR 500 depending on city. Pre-requisite: ASSR level 2 (obtained at school) or ASR for adults. Certificate recognised across the entire European Union.

The price of the BSR / AM license ranges from €370 to €450 depending on the scooter school and region. In Paris and major cities, expect €400 to €550. The fee covers 8h of practical training, scooter school rental, helmet and gear loaned for lessons, the final certificate and ANTS processes. It is one of the most financially accessible licenses. For the theory, the ASSR 1 (taken in middle school year 5) or ASSR 2 (year 3) is enough, with no extra cost. No final exam so no additional registration fees.
Intensive training
Intensive BSR / AM training takes place over 1 or 2 days (8 hours of practical training). Format particularly suited to young people aged 14 to 16 during school holidays (autumn, February, Easter, summer). The theory pack (ASSR validated at school) plus condensed practice lets you obtain the certificate in a single weekend. School scooters offered are usually recent and well-maintained, 50cc thermal models (Yamaha Aerox, Peugeot Kisbee) or electric (Niu, Rieju). A 14-year-old minor can start training as soon as the ASSR 1 is obtained.

Can my child take the BSR before age 14?
No. The minimum age for BSR/AM training is 14, having passed the ASSR 1 in Year 9.
Is the BSR valid for life?
Yes, the BSR has no expiry date. It remains valid as long as the license is not withdrawn.
Can my child ride an electric scooter with the BSR?
Yes, the BSR/AM authorises riding electric mopeds under 50cc equivalent (or under 4 kW). Popular electric scooters such as those from Cityscoot or Cooltra fall into this category.
What equipment is needed to ride a 50cc?
An ECE 22.06-approved helmet is mandatory (R431-1 of the Highway Code), as are CE-certified gloves since 2016. There is no legal obligation for a jacket or body armour, but they are strongly advised. Penalty: €135 fine and 3 points lost (although the AM license has no points before age 16).

Is riding a 50cc allowed in Low Emission Zones (ZFE)?
Yes, subject to Crit'Air classification. 50cc scooters built after 2003 carry a Crit'Air sticker. Older 2-stroke scooters (pre-2003) are progressively banned in the ZFEs of Paris, Lyon, Strasbourg and Grenoble. Choose an electric scooter (Crit'Air electric) to avoid restrictions.
