Scooter license: BSR AM, 125cc and equivalences

The essentials

The French scooter license covers two distinct courses depending on age and use case: the AM scooter license (formerly BSR) to ride a 50cc from age 14, and the 125cc scooter training (7 hours) reserved for Class B license holders of at least 2 years. The AM scooter license costs between EUR 200 and EUR 500 for 8 hours of practical training without a final exam. The 125cc training ranges from EUR 250 to EUR 450 for 7 hours (2h theory, 2h skills area, 3h road).

Everything about the scooter license

Scooters are often the first mobility solution for teens, students or city dwellers wanting autonomy without a car. Supervised by the Sécurité Routière, two main trainings exist in France: the BSR/AM for 50cc mopeds, accessible from age 14, and the 125cc training for car license holders of at least 2 years. Each has strengths: the 50cc is simple, economical and perfect in the city; the 125cc gives real autonomy on 30-50 km trips, uses urban expressways and massively reduces commute times. DevisPermis compares partner motorcycle schools and training centres, whether for a €250 BSR for a teen or a €350 125cc course for an urban commuter.

Why take a scooter course?

  • Unmatched urban mobility: no more jams, easier parking, time saved daily.
  • Significant savings: low consumption (2-4 L/100 km), affordable insurance, light maintenance.
  • Teen independence from age 14 with the BSR: school trips, student jobs, activities.
  • Serious alternative to cars in cities, with annual budget divided by 3 or 4.

Who is this course for?

  • Teens from age 14 for BSR/AM 50cc (students, apprentices).
  • Car license (B) holders of at least 2 years for the 125cc training (7 hours).
  • City dwellers looking to avoid cars, crowded transit and parking issues.
  • Mobile professionals in cities: delivery staff, sales reps, healthcare workers.

How does the training work?

  • BSR (8h): 2h ASSR theory (already obtained at school), 3h off-road, 3h on-road.
  • ASSR1 or ASSR2 (obtained at school) is the prerequisite to register for the BSR.
  • 125cc training (7h): 2h theory, 2h skills area, 3h road for B-license holders of 2+ years.
  • Training certificate issued, AM license delivered by prefecture.
  • Specific insurance mandatory before any trip, even for a 50cc.

Our tips to choose wisely

  • For a BSR: prefer a school with recent, well-maintained scooters (better learning).
  • Check the quality of provided gear (helmet, gloves): a poor helmet hinders learning.
  • 125cc training: opt for a centre that lets you ride your own scooter at the end of training (natural transition).
  • Compare packages: some include the prefecture visit, others do not.
  • Ask whether the school offers an intensive scooter training over 1 to 2 days, ideal to complete the BSR or 125cc course before going back to school or starting a new job.
  • Before riding in a Low Emission Zone, check the scooter’s Crit’Air classification (pre-2003 2-stroke 50cc bikes are progressively banned in several metropolitan areas).
  • After the final certificate, the title update is processed via ANTS (online procedure, no appointment needed).

Frequently asked questions

What is the difference between the BSR/AM and the 125cc training?

The BSR/AM (AM license) is for mopeds (50cc) and can be obtained from age 14. The 125cc training is for car license holders of at least 2 years who want to ride a 125cc scooter or motorcycle. These are two distinct courses depending on your profile and age.

Can you ride on a motorway with a 50cc or 125cc?

No. Mopeds (50cc) and 125cc scooters are not permitted on motorways or controlled-access expressways. They are restricted to ordinary roads and some urban expressways.

Is the AM (BSR) license recognised throughout Europe?

The AM license is recognised in EU member states via the Convention de Vienne. Age restrictions and conditions may vary by country. Check Service Public or local authorities before riding abroad.

How much does BSR training cost in France?

BSR/AM costs between €370 and €450 depending on the school. Price includes the 8h course (theory + skills + road). Some schools offer discounted gear packs (helmet).

Is 125cc training mandatory for a B-license holder?

Yes, if you obtained your B license after 1 March 1980 AND are not grandfathered to A1. The 7h training is mandatory before riding a 125cc, even for occasional use or rental.

At 14, do I need the ASSR to register for the BSR?

Yes. The ASSR level 1 (obtained in 5ème) or level 2 (3ème) is an absolute prerequisite. Without it, adults must take the ASR (Road Safety Attestation).

Is the 125cc license CPF-eligible?

No, neither BSR nor 125cc training are CPF-eligible. Only motorcycle licenses A1, A2, A within a professional project qualify. For these short courses, funding is generally personal.

Do I need to equip my scooter to ride?

Yes. CE-certified gloves mandatory (€68 fine otherwise) and approved helmet. A reflective vest must be carried for emergency stops. Full gear (jacket, boots, reinforced trousers) is highly recommended even on 50cc.

Can I remove the restrictor on a 50cc or 125cc?

No, strictly forbidden. A derestricted 50cc becomes a motorbike requiring registration and the right license; a derestricted 125cc exceeds its A1 category. Penalties are heavy: license suspension, fine, vehicle impound.

How much does a 50cc or 125cc scooter consume?

A 50cc averages 2-3 L/100 km, a 125cc 3-4.5 L/100 km. Running cost (fuel + maintenance + insurance) is about 3x lower than a car in the city. It is the most economical urban transport.

Scooter license: AM, BSR, 50cc, 125cc

AM / BSR Scooter License (age 14, 50cc)

The AM scooter license (formerly BSR) is the entry point to two-wheel mobility in France. Available from age 14, it authorises mopeds up to 50cc and 4 kW (combustion or equivalent electric scooters). Training is short: 8 hours of practice split between off-road (3h), on-road (3h) and awareness (2h), with no final exam. The ASSR level 1 or 2 (passed at school) or ASR (for adults) is a mandatory prerequisite. The BSR covers the classic target: teens, high-school students, young apprentices. For the full procedure (loss/duplicate/conversion), see the dedicated Road Safety fact sheet.

Scooter 50cc License: Urban Use and Limits

The 50cc scooter remains the ideal tool for short trips (3 to 10 km), especially in big cities. Legal speed capped at 45 km/h, low fuel consumption at 2 to 3 L/100 km, often free two-wheeler parking: the 50cc scooter license is the most economical option. Important limitation: it is forbidden on motorways and controlled-access expressways. On the LEZ side (Low-Emission Zones), pre-2003 2-stroke 50cc are progressively banned in Paris, Lyon, Strasbourg and Grenoble: check the Crit’Air sticker before buying. A rising alternative is the equivalent 50cc electric scooter, silent and sticker-free, but with a limited range of 50-80 km.

125cc Scooter Training (7h after Class B)

The 125cc training is open to Class B license holders of at least 2 years who want to upgrade to a more powerful scooter (L3e category up to 11 kW). It lasts 7 hours and does not lead to an exam: it is a training certificate, sent to ANTS, that authorises riding. Breakdown: 2 hours theory (gear, two-wheel specific risks, rules), 2 hours skills area (low-speed handling, slalom, emergency braking), 3 hours road. After training, you can ride a 125cc combustion or equivalent electric scooter, as well as an L5e 3-wheel scooter (Yamaha Tricity, Piaggio MP3) if power stays below 15 kW. For urban commuters, the 125cc scooter license transforms daily trips: 30 to 50 km covered without jams, urban expressways accessible, real autonomy vs public transport.

Price of the Scooter License in 2026

The price of the scooter license depends on the chosen training. AM (BSR) scooter license: EUR 200 to EUR 500 for the 8 hours, loaner gear (helmet, gloves) included by most motorcycle schools. 125cc training: EUR 250 to EUR 450 for the 7 hours, certificate and ANTS registration often included. Paris and big metros sit at the top of the range (EUR 400-500 for the BSR, EUR 350-450 for the 125cc training). Neither course is CPF-eligible (reserved for A1, A2 and A licenses within a professional project). Some regions still grant one-off aid to apprentices or seasonal workers. Which Scooter to Choose Based on Your Age?

14-17: only the AM (BSR) scooter license is available, so a combustion or electric 50cc. Ideal for home-school commutes, student jobs or first independent trips. 18-19 and up, without Class B: the BSR remains the only option for a motorised two-wheeler until obtaining the A1 license (125cc, age 18, exam) or A2 (35 kW, age 18, exam). 20 and up, with Class B held for 2 years: the 125cc training (7h) is by far the fastest route to a 125cc combustion, electric or 3-wheel scooter. Beyond that, for a more powerful scooter (300cc, GT scooter), aim for the A2 license then the A bridge.
