kW ↔ cc equivalence rule
In 2026, regulation is based on continuous power (kW) for electric scooters. Official equivalences are: up to 4 kW = 50cc equivalent, 4-11 kW = 125cc equivalent, 11-35 kW = A2 equivalent, above = A.
50cc-equivalent scooters: AM licence
Top 2026 models
NIU NQi Sport, Yadea Z3, Segway E125S, Super Soco CUx, Piaggio 1. Power 2-4 kW, range 50-90 km, price €2,900 to €4,500. Accessible from age 14 with the AM licence (8 hours of training).

125cc-equivalent scooters: A1 licence or 7h training
Access via A1 licence
The A1 licence is obtained from age 16 after 20 hours of training (motorcycle theory + pad + on-road). It allows up to 11 kW and 125cc equivalent. 2026 price: €800-1,200.
7-hour training (B licence holders for 2+ years)
With a B licence held for 2 years, the specific 7-hour training (€250-450) lets you ride a 125cc-equivalent electric. Mandatory since 2011. No new exam.

A2-equivalent electric scooters (max 35 kW)
The A2 licence opens access to big electric scooters like BMW CE 04 (31 kW unrestricted), Zero FXE (27 kW), Maxus V80 and the brand-new Kymco Nexxon EV (28 kW). Ideal for suburban commuting and 40-80 km daily trips.
Electric scooters of category A (>35 kW)
Still rare in 2026. Mostly large converted combustion maxi-scooters or exotic models. Reserved for experienced riders with a full A licence (2 years after A2).

Without training, the fine reaches 135 euros and 3 licence points lost.
