You just arrived in France with a non-European driving licence and wonder if it will be recognised. The answer depends on the issuing country, your arrival date and your administrative status. Countries with reciprocity with France
A limited but valuable list
France has signed reciprocity agreements with about 100 countries or territories outside the European Union. Among the best known: Quebec and most Canadian provinces, Morocco, Tunisia, Japan, South Korea, Israel, Switzerland, the United Kingdom (since Brexit), Algeria, Madagascar, several US states, Australia partially and New Zealand.
The full list is published on the Service Public website and changes each year. Check carefully before any application, as some agreements have been recently suspended or modified. A licence issued by a country off the list cannot be exchanged: its holder must take the theory and practical tests in France as a new candidate.
The United States, special case
For the USA, reciprocity works state by state. France currently recognises about 15 states, including South Carolina, Delaware, Iowa, Michigan, Ohio, Pennsylvania, and Texas. Other states, including California, New York or Florida, are not in reciprocity: a licence issued in those states cannot be exchanged.
The one-year deadline, non-negotiable
From the date of arrival
The rule is strict: you have exactly one year from your residence permit issue (or arrival date for EU nationals coming from a third country) to file your exchange application. After this period, your foreign licence is no longer recognised in France, and the only option is to retake theory and practical tests.
This deadline counts even if your file is incomplete: what matters is the ANTS submission date, not the validation date. If you arrive on 15 March 2026, your application must be submitted by 14 March 2027 at the latest. Plan ahead: certified translation and document gathering can take 2 to 3 months.

The file is submitted exclusively online via ANTS. You must provide: a colour copy of your foreign licence (both sides), its certified translation if the document is not in French, a digital ID photo meeting standards, proof of residence in France, your residence permit or arrival certificate, and a sworn declaration that you have made no other application in France.
The certified translation must be done by a translator approved by a French court of appeal. Expect 40 to 80 euros depending on the source language. Sworn translations done in the country of origin are not always accepted: check before paying. Canadian and Swiss licences in French do not need translation.
Processing time and provisional licence
ANTS official lead time is 3 to 6 months, sometimes more during peak periods. During this time, you may continue to drive with your foreign licence for up to 6 months from submission. A submission receipt is provided: keep it with your foreign licence to avoid any issue during a check.
Refusals, special cases and tips
What to do in case of refusal
If refused for incompleteness, you have two months to complete the file. Beyond that, the application is rejected and you must start over, still respecting the one-year deadline. If refused for lack of reciprocity or suspected fraud, you must take the full French licence: theory and practical, with a driving school, no exemption.
Switzerland special case: despite the agreement, some cantons have specific regimes. First check with the issuing canton. UK case: since Brexit, the exchange agreement was renewed in 2023 and works both ways, but with a longer administrative delay in practice.

Check your country's reciprocity on the Service Public website first. Start the certified translation in the first month after arrival. Gather ID documents, proof of residence and residence permit. Create your ANTS account and submit the complete file before the end of the eleventh month. Keep the submission receipt and continue driving with your foreign licence until you receive the French one.
Often-unknown tip: if you hold several foreign licences (for example American and Canadian), you can only exchange one. Choose the one matching your most useful categories (B, A2, BE). Once the exchange is done, your foreign licence is taken and destroyed: no going back.
