AM License 2026: What the Law Says

It can be obtained from age 14 and remains valid for life once issued. The legal framework is based on Article R211-2 of the Highway Code and the November 8, 2012 order on training.

2026 Prices: Between 250 and 450 Euros
Prices vary widely by region, driving school and inclusion of scooter loan. In rural areas and the provinces, the full package starts at 250 euros, loan equipment included. In Paris and the greater suburbs, expect 350 to 450 euros for the same service, the rarity of approved practice areas pushing prices up.
Several aids exist to ease the bill. The 1-euro-per-day license does not apply to the AM license, but some regions and local authorities, such as Ile-de-France for apprentices, offer grants or training vouchers covering 100 to 200 euros. The Mission Locale and some CCAS also support young people in vocational integration.

The AM license can be taken from age 14 for mopeds and 16 for light quadricycles. Before 14, no waiver exists. The minimum equipment imposed by the 2016 decree includes an ECE 22-06 approved helmet, CE-certified motorcycle gloves, ankle-covering boots, and since 2024, a long-sleeved jacket strongly recommended.
Lack of equipment leads to a fine of 68 euros (gloves) to 135 euros (non-compliant helmet), with a 3-point withdrawal for the helmet. Checks have intensified in Paris and Lyon, particularly with delivery riders and young drivers.
BSR or A1 License: What's the Difference?
The A1 license allows motorcycles up to 125 cc and 11 kW from age 16, but requires theoretical training (motorcycle code) and a practical exam in two parts (off-road and on-road). Its cost ranges between 800 and 1200 euros, three times that of the BSR. The AM license therefore remains the most accessible gateway for 14-17 year olds wanting to gain autonomy on a 50cc.
To upgrade from AM to A1 later, the student takes the full A1 training: no equivalence is granted, even if the experience gained on 50cc facilitates learning the off-road exam. The FFMC (French Federation of Angry Bikers) campaigns for a simplified bridge, but the reform is not on the 2026 agenda.
ANTS Procedures and Deadlines
Once training is validated, the driving school sends the certificate to the student who connects to ants.gouv.fr via FranceConnect. The title request takes 5 to 10 minutes: digital photo, signature, proof of address and scanned ASSR2. The title arrives in 2 to 4 weeks by tracked mail at the declared address.
During the manufacturing period, the provisional certificate (CEPC) acts as the license for 4 months. Riding without a valid title or certificate exposes you to a flat fine of 11 euros and vehicle immobilization, rare but legally applicable sanctions.
