Rivers, canals and lakes - legally
Inland Waterways License
The inland waterways license (river option) is mandatory to operate a motorboat over 4.5 kW (6 hp) on inland navigable waterways: rivers, canals and lakes. Issued by the Affaires maritimes of the Ministère de la Mer, it is valid for life in France. It is separate from the coastal license and must be taken independently, although some schools offer combined courses. France has over 8,500 km of navigable waterways managed by Voies Navigables de France (VNF). The Service Public website lists all approved nautical training centres.

The essentials
The French inland waters licence (formerly fluvial licence) authorises piloting a motorboat over 6 hp on rivers, canals and lakes. Training combines theory (signage, locks, regulations) and practical on inland waters. 2026 price between EUR 350 and EUR 500, often combined with the coastal licence in a discounted bundle. Specific exam, valid for life and recognised across the EU.
Pricing and rates for Inland Waterways License
The price of the inland waterways license (river option) ranges from €350 to €500 depending on the centre. It is the most economical of the boat license courses because practical training is shorter (3 to 5 hours on the water) than for coastal. The fee includes theoretical training on navigable waterways (RPP, CEVNI buoyage, locks, signals), practical training with lock passage, boat rental, exam presentation and materials. The tax stamp for the final title is €78. For a packaged coastal + inland formula, expect €950 to €1,250 (€100 to €200 saving vs separate purchases).

Frequently asked questions
Is the coastal license valid on rivers?
No, the coastal license is not valid on inland waterways. The inland license is a separate qualification. Some courses allow you to take both in a single session.
Can I rent a boat with the inland license?
Yes, the inland license allows you to rent river boats (barges, houseboats, river boats) throughout France and much of Europe. Some rental companies require it for vessels over 15 metres.
Can I take the inland license with no nautical experience?
Absolutely. No prior experience is required to start training. Approved nautical centres start from scratch and teach all necessary skills, from engine control to navigating through locks. No medical check, no upper age limit.
How much does the inland waterways license cost?
The inland license generally costs between €350 and €500 depending on the centre. Included: theory training, on-water practical (3 to 5h), boat rental, exam entry, learning materials. The tax stamp for the final title is €78. Cheaper than the coastal license because the practical is shorter.
What types of inland waters are covered?
The inland license is valid on all French navigable waters managed by Voies Navigables de France (VNF): major rivers (Seine, Rhône, Loire), canals (Canal du Midi, Canal de Bourgogne, Canal du Rhône au Rhin), lakes (Lake Annecy, Le Bourget, French part of Lake Geneva) and bodies of water over 50 ha. For smaller ponds and lakes under 50 ha, no license is required.
Is the inland license valid abroad?
The French inland license is recognised on European navigable waterways under UN-ECE Resolution 40 (CEVNI). This covers Belgium, Netherlands, Germany, Switzerland and Italy. For post-Brexit UK, some waterways (canals, Thames) require an additional ICC test. See Affaires maritimes for countries requiring an additional certificate.
Can I rent a barge with the inland license?
Yes. For barges under 15 metres and 12 passengers, the inland license is enough. Beyond that (15-20m or >12 passengers), a professional license (Capitaine 200 fluvial) is required. Most canalboat charter companies (Le Boat, Locaboat, Nicols) only require the inland license. No license is required for boats under 5 hp on certain waterways (check with VNF).
