Between the main boulevards and the Seine quays, Paris has a lesser-known secondary network: pedestrianised riverside lanes, boulevard side roads, bus and taxi reserved lanes, delivery corridors. For a young driver, distinguishing these spaces is essential: mistakenly driving one can trigger a fine, even an illegal LTZ entry. This guide clarifies the 2026 logic of the Paris secondary network.

Riverside lanes: a recent history

Riverside lanes (both banks) were until 2013 fast intramural axes letting you cross Paris east-west in 15 minutes. The definitive closure of voie Georges-Pompidou in 2016 redistributed 43,000 vehicles/day onto the upper quays. The banks are now promenades, leisure spaces, summer pop-up terraces. For a driver, they are fully off-limits: automatic concrete blocks, cameras, municipal officers.

Riverside vs upper quays

Riverside = lower level, at water edge. Pedestrianised. Upper quays = upper level, at city level. Drivable. This distinction, obvious on the spot, can confuse foreign candidates or provincials. A question on the banks' status is frequently asked in exam oral checks.

Boulevard side roads

Some Paris avenues have side roads: lanes parallel to the main carriageway, accessed via gaps and generally reserved for local service, parking and delivery. Examples: avenue Foch (16th), avenue de la Grande-Armée (16-17th), avenue Kléber (16th), avenue d'Iéna (16th). These side roads are open to all vehicles at reduced speed (30 km/h).

Side-road driving rules

Side roads are distinct lanes: you can enter or leave only at marked gaps. Driving the main axis first then entering a side road without an official gap is an infraction. On a side road, speed is capped at 30 km/h, parking is sometimes allowed, junctions follow right-of-way unless signed otherwise. The exit of a side road yields to main-axis vehicles.

Reserved lanes: bus, taxi, bike

Paris has over 240 km of bus lanes (City of Paris source, January 2026). They are marked by a solid white line on the ground and a pictogram. Some are bus-only, others bus-taxi, others bus-taxi-bike-two-wheeler. Reading the entry sign is imperative. Driving in a bus-only lane: €135 fine and 4 points.

The corona cycle path

Corona paths, created in 2020 during the pandemic, became permanent: rue de Rivoli, boulevard Saint-Germain, boulevard Sébastopol. An entire traffic lane was converted into a protected cycle path. Entering it by car is a serious and dangerous fault. Paths are marked by physical separators (planters, blocks) and ground markings.

Temporary delivery corridors

The City of Paris has introduced since 2022 about 9,500 shared delivery spaces: 7 am to 11 am reserved for professionals, 11 am to 8 pm open to short-term parking (30 min max). Missing the schedule triggers immediate removal and a €135 fine. For young drivers seeking parking, always check the sign.

Professional-vehicle loading zones

Some zones state « Delivery 7-11 am »: you may only park outside this window. Other, rarer zones are 24/7 dedicated: read the sign carefully. When in doubt, avoid parking: a Paris tow yard costs over €250 per the 2026 rate.

VIP and emergency reserved lanes

Some temporary lanes can be activated for emergency services (fire, ambulance, police) with light signage. Major Paris events (marathon, 14 July parade, sports events) also trigger reserved lanes signalled in advance. Check the Police Prefecture website before each trip for temporary orders.

Tips for the young driver

Three reflexes to adopt. First, systematically read signs before using a new lane. Second, use Waze or Google Maps which now integrate bus lanes and LTZ. Third, when in doubt, stay on the main axis: a 200 m detour is better than the risk of a fine or a dangerous stop.
