Paris ended free parking for motorised two-wheelers on 1 September 2022. Since then, any thermal motorbike or scooter must pay an hourly fee to park on the public highway, with the exception of 100% electric vehicles. The rule, unprecedented in France, aims to reduce the modal share of motorised two-wheelers in the city and free up space for bicycles. This guide details 2026 rates, where to park, exemptions and penalties.
Legal framework for two-wheeler paid parking
Paris Council decision 2021 DVD 75, confirmed by decree no. 2021-1175 of 10 September 2021, introduced paid parking for motorised two-wheelers on all Paris streets. The Paris City Hall publishes the detailed map of dedicated bays on paris.fr. Non-payment results in a post-parking flat fee (FPS) identical to that for cars, set by the City.
Official 2026 rates zone by zone
Paris has two zones. Zone 1 covers the central districts from the 1st to the 11th; zone 2 covers the 12th to the 20th. 2026 rates, identical to those published by Paris City Hall on paris.fr, are as follows: zone 1, €3 for the first hour and €4.50 for the second; zone 2, €2 for the first hour and €3 for the second. Maximum allowed duration is 6 consecutive hours, with a tiered cap to prevent full-day parking.
Resident two-wheeler permit
Paris residents benefit from a preferential rate: €0.75 per day (about €22.50/month) to park in their district and adjacent districts. The permit is subscribed online on paris.fr, on production of the registration certificate at the Paris address and proof of residence. It is valid for one year and renewable.
Where to park: mandatory dedicated bays
Motorised two-wheelers must park on bays marked with specific ground markings: motorbike pictogram, white lines delimiting the bay. Paris has around 75,000 dedicated spaces, split between street and underground car parks. Parking on the pavement, even partially, has been strictly forbidden since July 2015 and sanctioned by a €135 fine.
Underground car parks: an economical alternative
Public car parks (Saemes, Indigo, Q-Park) offer attractive two-wheeler packages: €15 to €25/month depending on location. The Lyon-Gare de Lyon, Bercy-Village, Méditerranée-Monge or Saint-Lazare car parks have secure zones with locking bars. For residents with an expensive motorbike, an underground subscription is often cheaper than on-street parking and offers superior security (theft, vandalism).
Exempt vehicles: electric, professional utility
100% electric two-wheelers benefit from a full parking exemption, on production of a registration certificate mentioning energy EL or EE. Professionals (couriers, craftsmen, freelance nurses) can apply for a professional card giving access to a reduced rate or exemption on certain time slots. Disabled people holding a mobility inclusion card (CMI) park free with no time limit.
Penalties: FPS and impoundment
Non-payment leads to a €50 post-parking flat fee in zone 1 and €35 in zone 2, reduced to €35 and €20 respectively if paid within 96 hours. In case of obstructive parking (pavement, pedestrian crossing, cycle lane), the fine rises to €135 (4th-class offence) with possible immobilisation or towing to the pound. Checks are carried out both by agents on foot and by LAPI vehicles (automated plate reading).
Challenging an unjustified FPS
If you paid but an FPS was issued (payment default recorded), you have one month to file an amicable appeal via paris.fr or by post. If rejected, a contentious appeal can be filed with the Commission du contentieux du stationnement payant (CCSP) in Limoges within three months. Always keep the payment receipt or mobile app proof.
Parking in Paris: good practices
Prefer the official P-Mobile app or approved apps (PayByPhone, Flowbird) to pay remotely and extend parking without returning to the vehicle. Save the plate number in the app. For a one-off trip, zone 2 (peripheral districts) is 33% cheaper. Anti-theft devices and serial-number engraving reduce theft risks, particularly frequent in the 11th, 18th and 19th districts according to Paris Police Prefecture statistics.
