Delivery bays in Paris: rules and penalties for drivers

Recognisable by their yellow zebra markings and « Livraisons » sign, Paris delivery bays are one of the most confusing topics for young drivers. Paris has about 9,800 bays across its streets. Parking on one without respecting the rules exposes you to a €135 fine. This guide explains exactly who can use them, when and for how long.

The role of delivery bays in urban logistics

Every day, Paris hosts over 480,000 deliveries according to the City Hall and DRIEAT (Regional and Interdepartmental Directorate for Environment, Planning and Transport) study. Who can use a delivery bay?

Article R.417-10 of the Highway Code and municipal order 2023 DVD 19 state that delivery bays are reserved for vehicles loading or unloading goods. This includes: delivery trucks (carriers, e-commerce), craftsmen's utility vehicles (plumbers, electricians with equipment), and since 2023, private individuals for a limited duration of 30 minutes between 8 pm and 7 am and all day Sunday.

Mandatory blue disc

Vehicles parked on a delivery bay must display a blue disc showing the time of arrival, visible behind the windscreen. This disc is not identical to the standard blue-zone disc: it shows the exact time to the minute, and serves to prove the duration has not been exceeded. Discs are distributed free in district town halls or available on paris.fr.

2026 allowed hours and durations

For professionals, parking duration is limited to 30 minutes during business hours (7 am-8 pm Monday to Saturday). For private individuals, daytime parking is strictly forbidden; it is allowed only between 8 pm and 7 am and all day Sunday and public holidays, for 30 minutes maximum. Beyond that, even with a blue disc, you are in breach.

Penalties: fine and impoundment

Parking on a delivery bay outside allowed slots constitutes obstructive parking (article R.417-10), sanctioned by a €135 flat fine (4th-class offence). Reduced to €90 if paid within 15 days, increased to €375 after 45 days. In case of clear obstruction (truck blocking an ongoing delivery), immediate impoundment with additional fees of around €150 to €200.

LAPI checks and surveillance agents

Checks are carried out by Paris public-road surveillance agents (ASVP) as well as LAPI (automated plate-reading) vehicles deployed since 2018. LAPIs can detect a vehicle from the second minute during the day, making tolerance almost non-existent. Paris City Hall statistics show around 200,000 annual tickets for obstructive parking on delivery bays.

Practical tips for young drivers

First reflex: never stop, even briefly, on a delivery bay during the day, except real emergency. To drop someone off or unload luggage, look for a drop-off zone (stations, hospitals) or short-duration parking. If your professional activity frequently requires these bays, register with the Paris delivery-vehicle register to simplify checks.

Useful apps

The official P-Mobile app locates delivery bays and real-time availability in some districts. Third-party apps like Smart Deliver or Chrono-Livraison allow professionals to book a slot. For individuals, Google Maps and Waze signal the bays but don't detail allowed hours.

What to do with a challengeable fine

If you receive a ticket as an individual for a brief stop outside allowed hours, you can challenge within 45 days via the official site antai.gouv.fr. Admissible grounds are rare: proven mechanical breakdown, drop-off of a reduced-mobility person, medical emergency. Always provide evidence (photos, witnesses, intervention report). The success rate of appeals is below 15% according to ANTAI data.
